What is the power parameter for the DirectCommands?

There are several DirectCommands for the motors that involve "Power" (StepMotorAtPowerAsync, TurnMotorAtPowerAsync, TurnMotorAtPowerForTimeAsync, etc). What exactly is "Power"? Can the motors really be turned with a specified amount of power? Not to insult Lego or anybody else, but I would just have been surprised if hardware that was originally designed as a toy would have the hardware capability to control the power. Is that what this really means, or does power mean something different here? Thank you for the clarification.
